Balancing Sustainable Measures in Resilient Critical Civil Infrastructures (110125)

Over the last decade, sustainability and resilience have emerged as key priorities of managing critical civil infrastructure, particularly in urban areas. Sustainability seeks to minimize environmental impacts and ensure that current needs do not compromise those of future generations. At the same time, resilience focuses on the ability of infrastructure to withstand, adapt, and recover from disruptive events. However, conflicts often arise between these dimensions, underscoring the need for methodologies to assess and balance their objectives. This article presents the Integrated Sustainability and Resilience Framework (ISRAF), a conceptual framework designed to identify trade-offs and guide decision-making towards be-tween balancing sustainability and resilience in civil critical infrastructure. ISRAF addresses these complexities by integrating five interrelated pillars: environmental, economic, social, technical/functional, and organizational. Using tools such as life cycle analysis (LCA), life cycle cost (LCC) analysis, and geographic information systems (GIS), the framework provides a detailed assessment of infrastructure performance at different levels, from individual units to their territorial environment. In addition to providing a comprehensive analysis, ISRAF enables the development of practical recommendations for balancing sustainable and resilient measures. This includes the implementation of adaptive planning, the use of multi-scenario assessments, and the prioritization of solutions that maximize co-benefits. This innovative approach not only improves the ability of infrastructures to meet future challenges but also establishes a solid foundation for further research and practical applications in real-world con-texts.
