Comparing with complicated numerical simulation or finite element methods, scoring function methods have the advantage of fast and convenient in qualitative resilience assessment scenes. The key of scoring function method is determining the parameters making up the function used in resilience assessment. In this paper, we show a novel method based on knowledge engineering to find out such parameters. Using China Wind-resistant Design Specification for Highway Bridges(JTG/T 3360-01--2018) and related researches as data source, a wind-resistant knowledge graph is firstly built. Then according to the analysis of relations between entities of the knowledge graph, a set of key parameters are drawn from the knowledge graph. A scoring function made up of these key parameters is given for wind resistance resilience assessment. In the end, a long-span bridge resilience assessment of wind resistant performance example is demonstrated. The method proposed in this paper can be further generalized and transferred to the evaluation of resilience performance under other disaster scenarios.
